Can a person in russia have a gmail.com e-mail account?

Yes they can. All they have to do is set it up through one arm of the Russian Mafia in the U.S.,

And to Mary M, there is NO KGB. Has not been since the fall of the Berlin Wall. Some of the worst of the spammers are in Russia, so NO ONE monitors internet traffic.
